Rather than the construction of a political consulate, this consulate was an economic one, established to advance the purposes of Spain and its colonies in “commerce, agriculture, and navigation.” The 1812 foundation of this consulate put it at the epicenter of an imperial crisis that was raging due to the Peninsular Wars. The Bourbon Reforms of the last third of the eighteenth century saw business consulates emerge in places like Caracas, Guatemala, Buenos Aires, Havana, Veracruz, Guadalajara, and Cartagena.
